Erasmus Policy Statement ISCEM
In an increasingly globalized economy, business models are changing up and the concepts of Innovation, Productivity, Competitiveness and Cooperation Network on Economies are on the agenda. Politicians at the European level have recognized that education and training are essential to the development of today’s knowledge society and economy. The EU’s strategy emphasizes countries working together and learning from each other Investment in education and training for skills development is essential to boost growth and competitiveness: skills determine Europe’s capacity to increase productivity. In the long-term, skills can trigger innovation and growth, move production up the value chain, simulate the concentration of higher level skills in the EU and shape the future labour market. The massive increase in the global supply of highly skilled people over the last decade puts Europe to the test. The time when competition came mainly from countries that could offer only low-skilled work has come to an end. The quality of education and supply of skills has increased worldwide and Europe must respond. The long-term strategic objectives of EU education and training policies are:
• Making lifelong learning and mobility a reality;
• Improving the quality and efficiency of education and training;
• Promoting equity, social cohesion and active citizenship;
• Enhancing creativity and innovation, including entrepreneurship, at all levels of education and training.
Among these, particular attention is given to combating youth unemployment. This aims covers four areas which are essential to addressing this issue and where Member States should step up efforts:
• Developing world-class vocational education and training to raise the quality of vocational skills;
• Promoting work based learning including quality traineeships, apprenticeships and dual learning models to help the transition from learning to work;
• Promoting partnerships between public and private institutions (to ensure appropriate curricula and skills provision);
• Promoting mobility through the proposed Erasmus for All programme.
In this context, internationalization is one of the strategic priorities of ISCEM and Learning Programme Lifelong-LLP is a key tool to achieve these goals. ISCEM is engaged in contribute to the new strategy “Europa 2020” will focus on the key areas where action is needed: knowledge and innovation, a more sustainable economy, high employment and social inclusion. Is critical for Europa refocus I&D and innovation on major challenges, bridging the gap between science and market to turn inventions into products.
A) At ISCEM all mobility activities are linked with applied research, internships and teaching collaboration. University partners are chosen to correspond to ISCEM’s profile and to students and staff needs. We have defined a detailed process for the selection and evaluation of partner institutions. This process ensures that the academic and organizational compatibility between universities is effective. The criteria for academic and organizational compatibility includes all points necessary to carry out mobility activities with partner universities. Special attention is paid to the quality of teaching and applied research at partner institutions as well as strong links with the business community.
B) Geographical and linguistic coverage is taken into account when selecting partner institutions. ISCEM has not defined any geographical priorities for partnerships. However, emphasis on past collaboration has been on eastern and central European countries. A strong European emphasis prevails; European mobility still accounts for more than two thirds of all ISCEM’s outgoing and of incoming student mobility. The current focus has shifted to Community of Countries of Portuguese Official Language (CPLP), which shows also in the number of new initiatives for collaboration, and also to the United States. Among those countries ISCEM favors a more active partnership with Brazil and Angola, also directing our internationalization efforts to Mozambique, Cape Verde and Macao.
C) ISCEM’s objective is to increase the mobility of teachers as well as the mobility of students and internships in all cycles. Attention is paid to the quality aspect of the mobility, in comparison to the quantity. In its internationalization strategy ISCEM defines that at least 20% of all students study one semester abroad. In addition, students are encouraged and supported to do internships programmes abroad. It is expected to triple the teaching staff mobility during the Programme period, including Mobility Actions to Third Countries. ISCEM also aims to deepen the strategic development of joint degrees double degree programs with partner institutions, since they are considered as means to deepen and strengthen the existing collaboration and one of the key elements to be successful in international cooperation.
Institution Strategy for the Organization and Implementation of International (EU and non-EU) cooperation projects in teaching and training
Internationalization and modernization are critical factors for a European academic institution success. Thus, ISCEM aims to make a contribution to the spread of knowledge / innovation / brand and patents, in order to enhance European competitive capacities with third countries. This might be achieved through double and joint degrees and international mobility that adds value to European academy. Being a small school, the institutional internationalization strategy focuses on a limited number of objectives and strategic alliances with international partners, thus seeking to ensure mobility in learning and research between the EU and the CPLP countries, namely Brazil and Angola. The strategic goals are mainly concentrated in mobility of students, teachers and staff, as well as internationally oriented curricula and internationalization in school. The strategic cooperation protocols are intended to establish a structured cooperation, intense and long-lasting, especially in relation to curriculum development, development of course offerings and research projects. With regard to new international projects in teaching and research, ISCEM is also interested in developing selected networks in conjunction with universities, companies and organizations, depending on the options of the new generation of programs that the EU will offer. The establishment of the current process to promote internationalization within the University enhances possibilities for networking in École des Mêtiers de la Communications (EFAP) network. ISCEM Research Department offers services related to research funding but also support to the project management and reporting of teaching and training related projects. In 2012, ISCEM introduced new competency-based degree programmes, with definitions of learning outcomes for each course unit, study module and degree, thus fostering the employability of graduates.
Expected Impact of the participation in the Programme on the modernization of ISCEM in terms of the policy objectives that ISCEM intends to achieve
ISCEM’s goal is to make a contribution for European Union modernization and its internationalization agenda. With that in mind, it is intended to keep what already has been achieved in the institute, but also improve quality and the relation between education, research and cooperation. The aim is to increase the number of graduates facing society and market needs. The following topics show ISCEM’s commitment, as well as its contributions until the present:
• The Bologna Process implementation has been one of the main strategic goals of the Institute;
• The ECTS system has been completely implemented;
• ISCEM has cooperation deals with 30 academic institutions;
• Mobility activities are of high priority (more than 10% of the students spend a semester abroad; students have support of abroad internships; the staff mobility is well established; Intensive Programmes are regularly offered);
• In order to facilitate cooperation with institutional partners, classes can be taught in English language;
• In 2012, ISCEM made substantial reforms in terms of quality and accreditation;
• ISCEM already established close cooperative partnerships with local businesses and social organizations;
With regard to the priorities of the modernization agenda, ISCEM have the following focus:
• Provide high quality in all mobility activities;
• Ensure that students and teachers acquire additional skills;
• Encourage cross-border cooperation, to expand the supply of Double Degree programs and enhance partnerships and strategic alliances;
• Ensure the quality and relevance of the degree programmes are constantly improved and that the curriculum meets the needs of the labour market;
• To ensure internships, mentoring programs and career counseling to improve the employability of its graduates;
• Work closely with both Universities and other institutions, and local / regional companies, with the aim of establishing business cooperation, synergies for knowledge transfer, as well as to create regional centers of excellence.
There is also planned further expansion and partnerships with third countries, in order to strengthen international links between education, research and business community. This will contribute to improve the quality and relevance of teaching and academic research, promoting excellence, innovation, regional development, and increasing potential growth in mobility. Internationalization is an integral and important part of the overall ISCEM strategy to achieve these objectives. The International Relations Office, under the guidance of the Director, is responsible for the implementation of governance mechanisms and effective funding for all activities.
New EU programmes 2014-2020
As of 1 January 2014, a new set of EU programmes 2014-2020 for education, training, youth, sport, audiovisual, culture, EU aid volunteers and citizenship will be launched.
Erasmus+ aims at boosting skills and employability, and modernising education, training and youth work. The 7 year programme will have a budget of €14.7 billion. This represents a 40% increase compared to current spending levels and shows the EU's commitment to investing in these areas.
Erasmus+ will provide opportunities for over 4 million Europeans to study, train, gain work experience and volunteer abroad.
In addition to providing grants for individuals, Erasmus+ will support transnational partnerships among education, training and youth institutions and organisations to foster cooperation and bridge the worlds of education and work in order to tackle the skills gaps we are facing in Europe. It will also support national efforts to modernise education, training and youth systems. In the field of sport, there will be support for grassroots projects and cross-border challenges such as combating match-fixing, doping, violence and racism.
Erasmus+ brings together 7 existing EU programmes in the fields of education, training and youth; it will for the first time provide support for sport. As an integrated programme, Erasmus+ offers more opportunities for cooperation across the education, training and youth sectors and is easier to access than its predecessors, with simplified funding rules.
The new programme Creative Europe will replace the MEDIA, MEDIA Mundus and Culture programmes. Find out more about Creative Europe from the European Commission’s Culture website and from the MEDIA website.
The new Erasmus+ will replace seven existing programmes with one. It brings together the existing Lifelong Learning Programme (Erasmus, Leonardo da Vinci, Comenius and Grundtvig), Youth in Action and five international cooperation programmes (Erasmus Mundus, Tempus, Alfa, Edulink and the programme for cooperation with industrialised countries). A new Europe for Citizens programme will replace the current programme. The focus will be to strengthen remembrance and enhance capacity for civic participation at EU level. More about Europe for Citizens
The EU Aid Volunteers initiative will bring volunteers and organisations from different countries to work together in common projects.
